COUNTY SANITATION DISTRICTS OF ORANGE COUNTY

In association with a consulting engineering firm, developed a revenue program for the County Sanitation Districts of Orange County, California (CSDOC), the third largest sewer agency in California.  The districts serve more than 40,000 customers, including 30,000 industrial and commercial users. The financial plan and revenue program included a capital financial plan; a revenue program design which included a work order/cost accounting system, a methodology for user rate calculation; and a revenue program implementation schedule.  The appendix to the document contained all required California State Water Resources Control Board (SWRCB) forms. The document was submitted to the SWRCB for approval. Following this engagement, additional contracts were awarded to implement the revenue program and provide the districts with a complete, workable electronic data processing (EDP) system.
