JUNEAU, ALASKA
Designed a utility billing system for water and sewer services provided by the City and Borough of Juneau. The study developed several alternative rate structures and evaluated each structure for equability of rate charges to customer classes, ease of administration of the rate structure and other parameters critical to a successful presentation to the Municipal Assembly and public.
Alternative rate structures included charges based on actual use, ad valorem tax assessments, specialty tax assessments, and the like. Rate charges were billed via the water bill, however, other devices, such as special assessment charges, were considered. Charges provided funds for operations and maintenance, capital replacement and expansion costs.
