Assisted LAWA’s Capital Investment Committee (CIC) in the review of current and proposed capital projects to develop a Guidebook Manual to act as the standard for evaluation and prioritization of the Capital Improvement Program projects. The Guidebook Manual evaluated and set hurdle rates based on return-on-investment and other factors consistent with LAWA’s objectives, bond covenants, and other legal requirements. Work also analyzed the typical review steps by the CIC to establish practical procedures to minimize work efforts to collect and report prospective projects and maximize the effectiveness of LAWA’s most senior officers in the administration of the multi-billion dollar Program. Work also included a summary review of the financial systems and engineering systems that support the Capital Improvement Program.
LOS ANGELES WORLD AIRPORTS (LAWA) – FINANCIAL RATES AND CHARGES
Assisted LAWA’s Financial Rates and Charges Department, to close-out a PFC application and complete the foundation work for a forthcoming PFC application. Work included a detailed review of funds related to the 1996 Bond Proceeds to build Terminal 2, Ontario International Airport and tracking the use of funds through both the engineering and financial record keeping systems of LAWA. In addition, a detailed Space Utilization Analysis was completed for Terminal 2, Ontario Airport, to use as the methodology to allocate cost at the Terminal between airlines, operator, etc. Recommendations were developed, including system improvements that will significantly enhance future evaluations in many areas.
LOS ANGELES WORLD AIRPORTS (LAWA) – FINANCIAL CONSULTING SERVICES
Provided an array of general financial consulting services including consultation at meetings, review of various documents proposing re-engineering of various operating policies and procedures, performing financial analyses, particularly regarding the following:
- Develop policies on capital planning and facility development
- Develop / upgrade Capital Improvement Plan (CIP) development and management procedures
- Review and critique LAWA Capital Improvement Plan (CIP) for LAX and other airports
- Review and critique the Capital Project Evaluation Form and its procedures
Conducted a strategic and operations analysis to design and re-engineer the complete financial management reporting system for the City of Los Angeles Stormwater Management Program (Program), Department of Public Works. The system design included fee and grant revenues, capital and operating costs. The analysis required a complete process evaluation of system procedures in three major City Departments in areas that service the Program. For the first time recommendations were made in areas of policy and procedures that upgraded the online database information and replaced existing manual procedures. Existing hardware was utilized. Benefits included cost savings from more timely information and useful formats, potential error reduction from eliminating duplication, etc. Conducted a survey of other Stormwater Management Programs for comparison of rate structures, contributing user classes, use of funds and other parameters of each program.
DEPARTMENT OF PUBLIC WORKS, WASTEWATER MANAGEMENT PROGRAM
Assisted the City of Los Angeles Department of Public Works to upgrade several key components of the administrative infrastructure of the Wastewater Management Program. The work included: enhancements to the cost accounting and financial systems; modifications to several administrative functions that increased staff productivity; development of new contract obligations for local municipalities that discharge to the Los Angeles wastewater system including new billing charges. This comprehensive evaluation of the cost accounting and financial systems was completed in coordination with the Bureaus of Engineering, Accounting, Sanitation, and Contract Administration. The scope of work also included support activities in litigation for the administration of the Capital Improvement Program, Wastewater Division
