DEPARTMENT OF PUBLIC WORKS, STORMWATER MANAGEMENT PROGRAM
Conducted a strategic and operations analysis to design and re-engineer the complete financial management reporting system for the Stormwater Management Program (Program), Department of Public Works. The system design included fee and grant revenues, capital and operating costs. The analysis required a complete process evaluation of system procedures in three major city Department in areas that service the Program. Recommendations were made in areas of policy and procedures that provided online data base information to users for the first time and replaced manual procedures. Existing hardware was utilized. Benefits included cost savings from more timely information and useful formats, potential error reduction from eliminating duplication, etc. Conducted a survey of other Stormwater Management Programs for comparison of rate structures, contributing user classes, use of funds and other parameters of each program.
DEPARTMENT OF PUBLIC WORKS,WASTEWATER MANAGEMENT PROGRAM
Assisted the Department of Public Works to upgrade several key components of the administrative infrastructure of the Wastewater Management Program. The work included: enhancements to the cost accounting and financial systems; modifications to several administrative functions that increased staff productivity; development of new contract obligations for local municipalities that discharge to the Los Angeles wastewater system including new billing charges. This comprehensive evaluation of the cost accounting and financial systems had a long-standing impact and was completed in coordination with, the Bureaus of Engineering, Accounting, Sanitation and Contract Administration. The scope of work also included support activities, in litigation administration and the Capital Improvement Program, Wastewater Division.
